The original Scout Uniform was shorts, a khaki shirt and wide brimmed hat. It also included a scarf/neckerchief which identified the wearer as a scout and the patches on it identified the specific group.
Scouting in Western Australia has been established since early in 1900s. The West Australian from 14 December 1908 includes a letter to the editor stating that "Some boys have formed scout patrols in Fremantle, and we would very much like to get some more boys to join us". This letter also indicated that there was a group in Mount Lawley.
This garment was used by a member from the North Beach chapter of the Boy Scouts. This group included a lot of canoeing in its programs.
