Mr Osborne was elected member of the Perth Road Board from 1875 - 1886. The suburb of Osborne Park was named after Mr Osborne, who was an early landholder in the area. The suburb of Osborne Park was part of an original crown grant given to T.R.C. Walters in 1840. William Osborne bought part of his estate after Mr Walters’ death in 1874.
On the 25 March 1851, at the age of 21, at the Spring Quarter Session Assizes in the city of Wells, in Somerset, England, William was sentenced to 14 years transportation for the felony of Larceny (and which he had previous offences against him) Around the 3 May 1852, he was transferred to the prison hulk "William Jardine" in the port of Plymouth, in Devon, England. The vessel arrived in the port of Fremantle, Colony of Western Australia on the 1 August 1852. At the time of his arrival, he was described as being 22 years old, 5 feet 2 inches with a dark complexion, black hair and hazel eyes (with no distinguishing scars). William was single at the time, with no children, and his occupation was recorded as being a Butcher.
On the 22 May 1893, at the age of 62, William passed away from a lengthy illness at the Lunatic Asylum, on the corner of Ord Street and Finnerty Street, in the port town of Fremantle, in the Colony of Western Australia. His burial took place on the 23 May 1893 in the family grave number 79 of the East Perth Cemetery, Bronte Street, East Perth, Western Australia.
