Mr Carter served as an elected councillor for the City of Stirling from 1990 until his retirement in 1996.
During his tenure, she was actively involved in several key committees, including Corporate Planning, City's Policy, and Budget & Finance. Additionally, he chaired the Community Services committee.
Mr Carter also served as Deputy Mayor of the City from 1991 to 1992.
