Mr Martin served as a member of the Perth Road Board from 1919 to 1921. His election was supported by the Tuart Hill Progress Association and the Njookenbooroo Progress Association, two small and isolated communities advocating for local representation on the board.
The Njookenbooroo Progress Association, a local group in the area now known as Innaloo, Western Australia, successfully petitioned in 1927 for the renaming of the area, including its school and post office, to Innaloo.
