Mr Jarlath Stephen Duffy was born on October 31, 1868, in Port Macquarie, New South Wales. He received his education from the prestigious Albury Grammar School in New South Wales and later studied for the Bar. He was passionate about droving and trapping wild horses. He once worked as an editor for a newspaper company before the 1891 Great North Coast Flood swept the entire company plant into the sea.
In 1891, at the age of 23, Mr Duffy married Mary Ann Sarah Duffy/Jennings/Morris (née Peglar) in Bingara, New South Wales. Together, they had two children. He then decided to move to Perth, Western Australia, in 1893. He worked as a prospector and policeman in Kanowna, Western Australia, before joining Cosgrove and Co. auctioneers. He later founded Stodart, Duffy and Co. in Kalgoorlie, Western Australia.
Mr Duffy married Mary Edna Simmons in 1899. When the Boer War in South Africa broke out, he joined the second Australian contingent and served as the commanding officer until his return to Perth in 1902 as a Captain. In the same year, the firm Learmonth, Duffy and Co. was formed. Mr. Duffy was discharged from military service after serving as a Major during World War I. He then established himself as a stock and station agent and auctioneer in Perth. He passed away on July 31, 1949, in Perth, Western Australia.
Mr Duffy served as a member of the Perth Road Board from 1913 to 1915. Duffy Street in Bassendean was named in his honour.
