Mr. David William Harwood was born in 1855 in Fremantle, Western Australia. His first marriage was to Louisa Elizabeth Thompson on June 2, 1877, in Perth, Western Australia. His second marriage was to Loris Constance Adams around 1924 in Victoria, Australia.
He was elected as a member of the Perth Road Board from 1885 to 1887 and also served as the chairman of the board during that period.
