George Shenton was born in Perth, Western Australia on 4 March 1842, the eldest son of George Shenton Sr.
His father was a wealthy businessman who was Perth's first pharmacist. Educated locally until the age of 13, he was sent to England to complete his education at the Wesleyan Collegiate Institute (Queen's College) in Taunton.
On his return to Perth in 1858, George worked for his father, including running his father's store in Geraldton. He married Julia Theresa Eichbaum on 4 November 1868, in a ceremony at Fremantle.
George Shenton was a member of the Perth Road Board from 1880 - 1887 and was chairman in 1881/1882.
George was elected to the Western Australian Legislative Council in 1870, representing the seat of Greenough. When Perth Became a Mayorality in 1880 he was elected as the first Mayor of Perth. He was appointed Knight Bachelor in 1893.
