Osborne Park central library at Royal Street in Tuart Hill was the second library to open in the City of Stirling. The library was opened to help relieve the pressure on resources at the Scarborough library. The Library was officially opened in 1960. Administration of the library system moved from Scarborough to Osborne, with Cecil Florey as Librarian.
