Edmund Birch was a member of the Perth Road Board from 1871-1874. During those years he was chairman of the board from 1872 until 1874.
One of four brothers, Edmund Birch was a prosperous city merchant. His civic roles included being a member of the Perth District Board of Education, member of the Legislative Council, trustee of the Perth Working Man's Benefit Society, and Chairman of the Perth Road Board, Superintendent of the Congregational Sunday School, Commander of the Rifle Volunteers and a City Councillor.
