In this interview, conducted on 22 June 1984 by Rosemary Kinsey, he discusses his family and life in England, choosing librarianship as a career, his decision to migrate to Western Australia, and his first impressions upon arrival.
He goes on to mention the 1950s legislation for libraries in Western Australia, Perth Road Board members and staff, establishment of the Scarborough library and the children's library, the involvement of members of the local community and the services offered at the additional public libraries opened by the City of Stirling during his employment.
Cecil discusses his contribution to the Library and Information Service of Western Australia from 1978 to 1988. He recalls F.A. Sharr, the first State Librarian, and the personalities and politics involved in librarianship in Western Australia.
