The Architects were Cameron, Chisholm and Nicol, who recently celebrated 140 years of practice, 1884-2024. It was originally known as the Karrinyup Cultural Centre Library. Scarborough library had opened December 1958. The Osborne Central Library opened in 1960 and Mount Lawley/Inglewood Library opened 1963. Karrinyup Shopping Centre opened in September 1973, with planning starting in 1971. It was estimated the immediate area’s population of 40,000 people would come to the centre as regular shoppers.

Cecil Florey was the first Shire City Librarian. Cecil was instrumental in promoting the need for libraries and the establishment of the City of Stirling library service.

The Karrinyup library opened with 40,000 books (comprised of 25,000 Stirling stock and 15,000 Library Board stock). This stock count was unheard of as the Library Board provided only up to 20,000 books to a new library.

Karrinyup library was the first library in Australia to install a computer system for circulation control only. The Automated Library Systems (ALS).

Cecil Florey championed new technology, encouraged the use of computers and had progressive views in Library management.
