Colin Moore
Colin Moore was a member of the Rotary Club of Balcatta for over thirty years, holding various positions within the club. He was also a member of the North Suburban Historical Society, a member of the Gwelup Progress Association, and a member of both the City’s Natural Environment Committee and Heritage Advisory Committee.
In 2004 a submission was made to the Corporate and Community Services Committee regarding the renaming of Gwelup Cottage to recognise Colin Moore's contribution:
Colin Moore has made a significant contribution to the operations of Gwelup Cottage. He was the driving force behind the involvement of the Rotary Club of Balcatta in preventing the demolition of the building and arranging for the financial contribution in 1990 to renovate and extend the facility. This led to the Rotary Club of Balcatta being granted a Management Licence for the building. Gwelup Cottage is used extensively by local groups and associations.
The cottage was renamed the Colin Moore Community Resource Centre later in 2004.
Colin and his wife Denise came to live in the district in 1971, when they built a new home in Scarborough. Colin joined Rotary as a charter member of the Karrinyup Club in 1974. At that time, he had the BP Service Station at the Karrinyup Shopping Centre. In 1980, he was asked to become the Charter President of the Balcatta Rotary Club, which was formed by the Karrinyup Club. He was by this time operating Odin Auto Parts, with his brother Glen, in Balcatta, which operated for over 25 years. During his time in Rotary, he served as Director of International Service, Vocational Service and Community Service.
In 1989, Colin with others, helped form the Gwelup Progress Association as a foundation
Committee member. In 1990, he was asked to represent the Progress Association on the
Karrinyup/Lake Gwelup Reserves Management Advisory Committee. Since 1990 he
also represented the Association on the City of Stirling Wetlands and Environmental
Management Advisory Committee.
Colin was the instigator and project coordinator of the development of the Gwelup
Community House. This involved the restoration and extension of an old house on the edge of Lake Gwelup, to be used for various community activities. It was a Rotary project and involved coordination between Rotary, the City of Stirling and various suppliers of labour and materials, involving a tremendous amount of personal time and energy. Colin managed it on behalf of the Balcatta Rotary Club.
He was a member of the North Suburban Historical Society and completed a document of some 1500 pages on the history of the district, with the help of a grant from the Heritage Council, organised by the Progress Association.
Through Rotary, Colin has been instrumental in rerouting part of the Reid Highway and
cycleway to enable an old lime kiln dating to the 1800’s to be preserved.
In conjunction with the North Suburban Historical Society and Rotary, Colin was heavily
involved in securing an 8- year lease over a cottage located in the Gwelup area owned by
the Bestry family, built in the late 1800’s, in order to acquire funds from the Lottery
Commission, enabling the property to be restored and preserved. Colin was President of the Gwelup Progress Association and a member of Rotary for more than 30 years. He served as President of Balcatta Rotary Club from 2000 to 2001 and was the Clubs’ first Paul Harris fellow.
