Road Traffic Authority patrol car giving out ticket at Brighton Beach in Scarborough c1980

The below story was entered with this photograph into the 2018 History and Heritage Awards:

The result of a 'burn out' by Stephen ''Pom'' in his little green mini. ''Pom'' received a ticket for his effort from the Road Traffic Authority and is seated in the front of the patrol car while he receives the punishment. The offence was committed at the Brighton Beach top carpark (The Esplanade). The photo was taken looking east across the car park, c1980.
