In 1884 James William Wright established an architectural practice called J.W. Wright & Co. This practice underwent various changes and in 1936 were involved in the design of the pavilion under the name of Powell, Cameron & Chisholm. The company also designed the Reid Library at the University of WA and the National Carillon in Canberra. They now operate under the name Cameron Chisholm Nicol (CCN) and were recently involved in the creation of the Perth Arena.

Henley builder-contractors are listed as the builders of the pavilion.
